ICAC carries out investigation on Housing Department and their contractor CHAN LIK TO. Investigator IRENE discovers that the chief engineers LEUNG TIK WAI and LAI CHI KIT are involved in the case. In order to avoid the building from collapsing, the Housing Department decides to spend huge sum of money to rebuild two blocks. The Department also plans to announce the news to the public to protect their interest. ICAC believes that all evidence will be destroyed after the announcement so they urge the Housing Department postpones the public announcement for a week…
